Edward Tuorinsky, CEO and President
Edward Tuorinsky, a Service-Disabled Veteran, brings nearly two decades of experience to DTS in areas of leadership, management consulting and information technology services. Prior to founding the company, Mr. Tuorinsky was a Captain and logistics officer in the U. S. Army, serving at various locations nationally and abroad, including Korea, Germany, and Kosovo. For ten years, he also headed the professional services divisions of two federal government consulting firms, managing multi-million-dollar project portfolios, with billions of program dollars at stake. Prior to that, Mr. Tuorinsky worked for L-3 Communications, where he provided project management and consulting expertise for the development of several federal government logistical systems.
Mr. Tuorinsky is best known among his clients and colleagues for his indispensable leadership and vision as well as his integrity. He holds a Bachelor of Science in biology from the College of William and Mary and a Project Management Professional certification. Additionally, he is trained in CMMI methodologies.
Mr. Tuorinsky has proudly served on the National Veteran Small Business Coalition (NVSBC) National Board of Directors and the National Small Business Association (NSBA) Leadership Council.

Jamie A. Repesh brings over 25 years of expertise in operational excellence and strategic leadership across various organizational functions. Her career encompasses senior management roles focused on process optimization, efficiency enhancement, and impactful results delivery.
With a strong foundation in project management from the ground up, Ms. Repesh specializes in organizational performance and gap analysis. She excels at identifying employee motivators, designing effective program evaluation metrics, and implementing asset delivery strategies that drive ROI for both employees and the organization.
Ms. Repesh holds a Master of Science in Instructional Systems Design from Florida State University, with additional certifications in Human Performance Technology and Distance Education. Dedicated to ongoing professional growth, she is currently pursuing a Doctorate in Professional Studies, further strengthening her leadership and operational acumen.
Jennifer Tuorinsky, Chief Legal Officer
Jennifer Tuorinsky, Esq. has over 20 years of experience in information technology consulting. As a PMI certified project manager, she has managed projects both domestically and internationally specializing in the development, integration and implementation of Federal financial and acquisitions systems. Prior to this, Ms. Tuorinsky practiced law as a litigator and has continued to provide legal guidance as it relates to corporate issues. She completed her Juris Doctor degree at the George Mason University School of Law and possesses a Master of Public Policy and a Bachelor of Arts in Public Policy from the College of William and Mary.
Melissa Ho, Senior Vice President, Government

Melissa Ho builds on 20 years of experience and expertise in business process management, governance, and training, developed in service of a wide variety of federal government agencies across the civilian and defense sectors. Prior to joining DTS, she spent nine years managing government consulting projects, where she focused largely on business process reengineering, change management, and training/instructional design projects, with extensive work in areas of federal acquisitions and finance. She has her Master of Education in adult education from George Mason University and a Bachelor of Arts in English literature from the University of Virginia. Additionally, she is a certified Project Management Professional and trained in CMMI methodologies.
